The H100's are not a bad unit and you can get some decent overclocks using them.

I would dump the fans and get some Noctura's which are nice and quiet. For me having used the H80i for some time now and nosiest component in my case now is my 7970.

Time to shoot for a straight custom watercooling loop.

In regards to the fans ramping up... this must also mean my non refurbed h100i is also faulty???

only kidding but it would be nice to know whos fans do ramp up when turned on running this system. if the fans ramping up when powered on is a confirmed fault then I shall be RMA'ing corsair.

This is actually normal. Initially when the system is turned on, the fans will rev up to max then slow down once your OS is loaded. This is a self test during PC boot sequence, while POST is running.
