Cougar GX-S750 Power supply Power down issues

Anyone seen this issue with this model of psu.
Installed new power supply on 12/July/2017. Powers up ok from power switch on pc. All peripherals run ok
Windows 10 and Linux all run without power issues.
Only issue is the power supply will not drop power once the o/s is closed down. All fans left running. Power supply fan still running.
PSU will not power off when pressing or holding same power on/off button. Forced to drop power via switch on power supply or from mains. Check and cleared Bios / Cmos / rebedded cables etc. Still same issue.
Tried psu on another known working system. It did the same on that system. Any suggestions apart from return it would be helpfull. Also reported via warrenty to Cougar. They are useless and never reply. So so much for warrenty support.
PSU connected to a Gigabyte GA970-UD3 motherboard with 8350 8 core AMD cpu
Not an o/s issue since it will not power down even when in bios setup mode.
 
The first thing I would check is that all the front panel connectors are hooked up correctly. If the power or reset switch aren't plugged in the right way round, it can cause issues similar to what you're experiencing. It could also be an issue with the power switch on your case. If it isn't working correctly, it could cause a similar problem.

It's a Sirfa-built unit, and although it isn't that bad, it does use some cheaper components and it does have some ripple. Sirfa can also be a bit dodgy with quality control. One unit can be fine, the other a total lemon.

If after all your troubleshooting, it still isn't working properly, I'd return it. If you bought it from OCUK, that shouldn't be a problem. As it's so new, you should be going to the retailer, not the manufacturer. Within the first 30 days you have a right to reject faulty goods under the Consumer Rights Act 2015 (providing you're in the UK)
 
Does look like the realhardtechx database hasn't been updated yet. Cougar sent JG one of the new updated units. The old GX-S line of units were built by Andyson and they've switched to Sirfa for the new range.

Although it could have been a front panel/case switch issue, I would be fairly confident that it's definitely the PSU that's at fault here.
