Could a slow ram cause a q9450 system at stock down?

So i recently got a pc revamp but without the ram. the specs go like this

CPU: q9450
MB: MSI P45 Platinum
GC: Leadtek gtx280
RAM: corsair xml pc5300 c4
PSU: tagan 700w

so what do you guys think... also my cpu seems to be running pretty hot on idle:

on a big ish heat sink. should i try a differnt heat sink too?
no oc at this point due to temps and problems.

EDIT: forgot to mension, - the problem i am having is random crashes during load and sometimes not druing load. it goes to a blue screen with differnt errors. my most recent one was memory management being shut down to prevent damage. another one was dxgkrnl.sys.

run mem test and try to ru nwith only 1 stick at a time, then both together etc etc. that will elimate if its an actual memory issue. Could also be a HDD error if its getting different errors all the time but a simple chkdsk will fix that (unlikely its this). Bios update, and also check for irq conflicts.

Having ram that slow will be a bottle neck. If your going to overlcock invest in some faster RAM since its so cheap for DDR2 atm. what HSF are you using? Size doesnt make that much difference, its like comparing graphics cards purely on RAM size alone.

i forgot to add that i have checked all disks and rams, this mobo only has one version of bios so far..

so could a slow ram cause the pc to blue screen at times?

the cpu hs is a zaward thingy, forgot the model of it, but its fairly decent and worked really well with a moderately oced 6300. also lapped.

slow memory will slow down a system......
It wont however make it BSOD unless your motherboard fully doesn't like it.
Have you checked its getting the correct voltage and timings in the BIOS?

The temps could easily be mis applied thermal paste or slightly incorrect mounting of the cooler. re apply paste and re-mount it to see if that makes it better. I dont know what standard temps are for that CPU though.
 
ok iv put the stock cooler back in and it does seem a little hot.. its the forth time iv changed the grease too.. im starting too think i got a bad batch. also i feel the heat spreader is really bubbled (from the way the grease spreads)..
