Could I run a PC with only a CPU Fan?

Wont be an Atom. This is the alternative to buying an atom setup. Id use my old 965P mobo with a Core 2 Duo (E2140 or something) in it.
 
Depends what components you have and what your using it for, just a basic machine for web surfing would handle it fine but for stuff like gaming it wouldn't

I have CPU exhaust but i added a PCI exhaust fan for the GPU makes it a lot cooler for like £5.
 
My HTPC just has a stock intel cooler on a overclocked E2140 and PSU with 120mm silent fan. The 120mm fan on the PSU does a great job of exhausting the warm are and my temps are very acceptable with that setup so I can't see why you will have a problem with your rig.
