Could this be caused by a bad overclock

When trying to boot up my pc it doesnt go past the starting windows screen unless i remove the power cable for 10 seconds or so then it boots up fine after that.
 
Try clearing the c-moss, your mother broad manual will tell you how, all this does is put it back to stock settings.
 
If ever you experience any sort of problems, especially when booting up, you should always revert any overclocks back to their stock settings. This will at least rule it out as a potential cause.
