Could this be the Graphics card, or possible something else ?

I did a new build today, Sapphire R9 Vapor X 290X 8GB, i7 4790K, new mobo, new ram, i'm using Windows 7 Ultimate 64 bit.

Sometimes when i start the PC the Windows 7 logo's splash screen is all over the place, i get loads of the windows 7 logos repeating themselves all over the screen going from right to left across across the screen, some are in colour and some are a blurry, faded orange colour, a bit like a negative.

Any idea what the culprit maybe ? It doesn't do it on every boot, sometimes when it goes normal the windows logo can hang for a while before the logon screen.

Try reseating the GPU, even after it clicks in, give it a little push as someone recently had something similar to you. His GPU was even clicked into the PCI-E slot but with a slight push, it sorted the users problem.

We have a PC in the living room, for the past year when you turn it on in a morning the screen looks like a bandit machine. It rolllllls and flickers, and slowly settles down. Turns out its the PSU.

I'm sure you've got your drivers updated so I won't suggest that. Bit of a hard one to narrow down. Not sure if it will have been logged, but maybe check Windows Event Viewer?
