council road markings

The council have recently put some markings on the edge of the pavement which looks like this S | S

Anyone know what this means there going to do?

painted or sprayed?
if sprayed i expect they'll be doing work on the road soon and that designates where a particular thing is to be done (sign?)

We've got a load of them along the road next to ours, some are obvious (dropped curb/no parking indications) others are pretty odd.

looks like its painted or chalk, there was some mention about lowering the curbs. all the ones thats marked are curbs that haven't been lowered so could be that

sounds like a good idea to me next door have just had there kerb sprayed to be dropped, might give it a go as i'm so annoyed with people parking in front of our drive and i can't get the car off

or it could be to marks some kind of services. eg pipe/cable found with one of those hand held thingys..the name escapes me.
