Counter Strike Source Issue - Freezing/Locking Up In Game

I have been having a problem for over 12 months now with Counter Strike, I have just done a re format on my pc and still having the same issues. The problem only happens with CSS all of my other games work without issue, can play CODWAW2 max setting no problem, also play GRID no problem

To try and fix the problem I Re Installed Windows 7 + Drivers

Installed Steam
Installed CSS
Installed Call Of Duty MW2
Turned HDR off in video settings

The issue I have is the game will freeze/lock up I can look around with the mouse though I can not move, some times the screen tears or has a jerky movement to it. The game countdown clock in the top right corner still continues to count down, this last for approx 2 to 5 secs (by which time I am dead)

Sounds like a really strange problem. Probably totally unrelated but your PSU looks slightly under powered for all the kit you've got in your rig. Possibly graphics card is underpowered? Unlikely if other games work fine though.
 
Are you sure this is a hardware problem? Is it possible that this is a connection issue? Who is your ISP? Have you tried your machine on a different Internet line or ISP? Also, have you tried different servers? Is it intermittant or can you make it happen regularly?

Are you for real how do you think I can run CODWAW2 at 1900 x 1200 with 4 x AA and it runs like a a dream,
