everytime i play my cl_updaterate is 66 even thought on my config and autoexec its 100. As soon as i start up cs (not connected to a game) and type cl_updaterate it says:

** NOTE: The real value is 100.000 but the server has temporarily restricted it to 66.000 **

As far as I know the latest update has forced servers to run at 66 tic, but the guns still function as 100 tic

I think that message is pretty self-explanatory.

The server you are playing on is forcing it to a maximum of 66.

Yep, all servers run at 66 tick now.
