CPU - Automatically overclocking

I dont know why but my cpu is sitting at 3.899 instead of stock 3.5 and I have not changed anything in my bios.

I have a I7 4770k -
Motherboard is Gigabyte Z87X-OC -

I have no idea whats going on, I have reset the cmos and everything to try and get it to load stock settings but \o/.
 
High performance what?

I have never had to select those settings for any kind of overclocking before.

I have not touched any settings for this yet.

Also Wazza what is c3/c6/c7? I dont even know what your talking about lol.

Okay Wazza, I have enabled all the C states.

Also do you see where it says CPU clock ratio in the picture I flicked the on off button to on and it locked it to 35 and the cpu freq dropped to 3.5ghz in the bios but when im back in windows it still goes to 3.9ghz at load.

What I am trying to say is I dont want my cpu overclocked at load to 3.9 as I have the stock intel cooler on it right now and I cant seem to stop this from happening.
 
I flicked the clock ratio button on my motherboard down a couple of notches and it turned the clock speed back down to 3.5.

It seems that the bios couldnt change it when I modified it due to the motherboard Quick OC buttons being on or some shenanigans of the sort!?

My motherboard is on a bench at the moment and my mother might of turned the computer off and pressed one of those buttons by mistake!

omg nope it didnt fix it.

I got back into windows and my computer wouldnt go past 1ghz at load.

Restarted reset everything now its back at 3.9.

If I downclock the ratio using the board it just goes back to 3.9 after a restart.
This happens in bios or using the onboard oc buttons.

FFS why.
 
Basically I will load into desktop at 3.5 then it will drop to 800 and never move beyond that.
This only started happening now after I changed that.

If I open any apps they are jittery obviously because of the unexplainable locked 800mhz ****ing pentium 1 I have in this rig.

:(

Honestly clueless I have done a cmos rest and disabled the intel turbo just to get this to stop overclocking but now It wont even run at stock full load.
