CPU Bottlenecking question

Well as I heard a CPU is bottlenecking when your GPU Usage drops down and the CPU one goes 100%. But what happens when your GPU Usage drops a bit and your CPU usage dont even go higher than 60-70-80%? I noticed this on GTA IV but theres other games like this too, and I never see any game using 100% of the CPU, however sometimes GPU usage drops a bit.

And BTW, what about a gpu usage of 95-99%, is that a bottleneck?

But for example GTA uses a max of like 75% and still, when there are a lot of peds and traffic the gpu usage goes down to like 90%.

Wait guys I uploaded the screenshots in bigger resolution so you can see the detail. Also imma post some Sleeping Dogs for a comparasion. I know that the i5 750 is still a great cpu, not much diference in clock per clock vs the new ones, I just wanna know more about the bottlenecking.

As you can see in low settings theres parts where the CPU goes 80% and gpu usage still 98-99%.

Now my question, is the i5 750 bottlenecking IV or its just the bad optimization?

It's more like maxing out your rig

So yeah those gpu usage drops are due to the bad optimization of the game.

Cuz in all games I always have 98-99% of usage. And as you can see the cores usage are very scalated and not like core 1 is using 90% and core 2 80% and then core 3 and 4 using like 20 %. Thats also a good way to check if bottlenecks right?

Another question, would I have bottleneck with this CPU on a 7970ghz?

A 7970 will be a big boost in games performance and the i5 750 should cope well enough at the 3.6Ghz you are running at.

You should also be able to get to 3.8Ghz - 4.0Ghz farily easily with a decent cooler.

I got a Noctua NH-C12P SE14 cooling my i5 760 and I run it at 4.0Ghz no problem.

I have a Noctua NH-U12P SE2. I just dont know the correct settings for 4.0ghz.

Just compare the optimization of Max Payne 3 with GTA IV.

Take a look at Max Payne 3 its well optimized and it has good graphics.
