CPU bottlenecking ? upgrade to intel ?

Running a phenom quad core @ 4.0ghz with x2 6950's and they're usage always seems to drop when massive explosions occur on bf3 and they aren't always on 99%, could my cpu be bottlenecking me or is this normal ?

Yeah in non graphically demanding parts of bf3 they will run @ 99% with like 100fps or something. But then soon as loads is going on fps can sink and usage sinks sometimes to as low as 50% :|. If i were to move to an i5 processor, what sort of frequencey would i have to clock to to avoid bottlenecking ???.
