CPU C1E Enhanced Halt State and EIST

Is modern CPU power saving any better than it used to be or is it still a performance hit as i'm unsure if to leave them ON or OFF in the Bios.
 
Do you overclock? If not then leave both on, they do quite a good job at saving power and clock the chip to its full speed if there is any load so shouldn't have any performance hit. Just make sure you choose the right power management profile in Windows.
