OCZ 750W psu
i7 950 OC @4.00Ghz

All components are brand new.
Basically, each time I turn my PC on and CPU-Z the clock of my i7 950 has been set back to ~2.8GHz and the vcore is down to like 1.11v or something despite the fact it's 3.07GHz at stock and I've overclocked it to 4.00GHz. If I restart and go into BIOS I'll get a message about how some of the settings may not be what they currently are or something in a red warning box. If I then exit BIOS, restart again and check CPU-Z then my clock with be back to 4.00GHz and vcore back to 1.275v, even though I haven't actually changed anything.
One other thing is that when I turn my PC on it'll turn on for a few seconds (all fans, lights etc), then turn off and then on again by itself and may do this maybe once or twice until it eventually boots properly. I found somewhere that disabling ErP Support in BIOS power management fixes it but mine was already disabled :\. Tried it both enabled and disabled.
Maybe these issues are related somehow. Maybe when my PC is turning itself on and off it's resetting my clock and voltages for whatever reason.
