cpu clock speed changes on its own? ... help plox :)

i've been having problems with my new pc and am currently trying to contact ocuk but in the mean time im after some advice. my pc will hang on restarts and sometimes freeze, on reboot the cpu clock goes from 4@ 3.02 to 4@ 2.4 then next time it will be 3.02 again ... the system i bought is 2.4 stock but overclocked to 3 by ocuk. its the "Titan Accelerator" Intel Core 2 Quad Q6600 2.40GHz @ 3.00GHz+ DDR2 System"

is the freezing problem something being caused by the overclock? unstable or whatever

There's a feature with Asus motherboards whereby if it fails to post it will revert to stock settings, it definitely sounds overclocking related to me but I have no idea what is causing it to freeze.

Does is crash at all when up and running at 3ghz?

the freezing seems to have died down now i disabled quick boot and on msconfig->services, disabled background intelligent transfer service
