CPU cool damage, time for a new one? Please advise.

I've got a Freezer 7 cooler, which has had two of the split pins that hold it down broken in half (so they only have one side that would spread out). Could I still keep the artic 7 with two fully working clips and two half clips?
The two pins are diagonally opposite each other.
If I can't keep it going what would everyone suggest? In a earlier post I mentioned a Corsair H50 but after shipping come into account it is £70. which is a lot of money. £40 odd would be best.
It would be cooling a E6230.
 
The H50 is much more than the CPU is worth, wouldn't be worth it.

Could always go for the same again. If not, try the Titan Fenrir, 42ish delivered.
 
Look at a CPU cooler as a bit more of a long-term investment. You can get one now, and it'll be worth more than your CPU - but you can keep it through your next upgrade, assuming you don't upgrade to an as-yet unreleased socket. So it may be worth getting a more expensive one.
 
You can get four M4 screws, four wing/lug nuts and eight paper/silicon washers for comfortably under 2 quid. Bolts up from behind the board, through the holes on the cooler, spin the nuts down the screws. It's easier if you use 8 nuts. Just find a photo of how any waterblock is mounted and copy that.
