CPU Cooler broken?

i noticed today that my cpu temps were 80-90 degees, i aslo noticed my CPU pump had no rpm, the inside of the case is very cold and and everything else is the right temp, the cooler itself gets slighty warm and the tubes connecting to the fan are both cold

As it's over 12 months old you are probably going to be told to go through Corsair. It may be quicker going through them anyway although Christmas is going to delay things.
 
If you got a pre built system then it should be 3yrs warranty. Think you may have to return the whole tower though.

WHAT WARRANTY COMES WITH MY SYSTEM?
Our standard warranty is a full three year collect & return warranty including parts and labour. We also offer a labour free upgrade service should you wish to upgrade your PC during the warranty period.

During the collect & return period we will arrange everything at no cost to you (UK Mainland & Ireland only). We will pick up your system, repair and test it, then ship it back to you. Systems are usually fixed and shipped out within 48 hours of receipt at OCUK. If you are outside the UK Mainland & Ireland, you will be responsible for returning the sytem to OCUK.

That changes things if it was part of a pre-built pc from OCUK and the warranty above should apply to it. If it was a bunch of parts you bought from them and you built the pc yourself what I said before would apply.
