CPU cooler fan speed

As long as you have a PWM fan, you can adjust the speed in the BIOS by either reducing the speed and using a minimum temperature where it speeds up under load, or using a maximum speed the fan will be allowed to spin at, it will depend on what specific options are available for your motherboard.

Software wise you can use 'speedfan' which will allow you to adjust in percentages but again requires a PWM fan. :)

You can control non-PWM fans too.

I can just set it to PWM and have no values to change, should I be able to change values, if not, what does setting it to PWM actually do?

Leave it on auto, you're trying to fix something that isn't broken.

The most you can do on Gigabyte boards is use easytune to increase fan speeds based on temps but the board is doing that already.

Yeah i put mine on max and was had a go at, as there is no need to have it on max where it is not even being used, when idle. just gets loud and very annoying as well
