As long as you have a PWM fan, you can adjust the speed in the BIOS by either reducing the speed and using a minimum temperature where it speeds up under load, or using a maximum speed the fan will be allowed to spin at, it will depend on what specific options are available for your motherboard.
Software wise you can use 'speedfan' which will allow you to adjust in percentages but again requires a PWM fan.![]()
