CPU cooler for new build in the budget price range

So i'm looking for a CPU cooler to replace the stock one on a new build. Nothing to fancy though as i don't plan on doing any major OC'ing just perhaps a slight adjustment.
I've been researching a bit and narrowed it down to two (but open to toehr suggestions) coolers (fan, not going in to water cooling).

#1 Cryorig H7
or

#2 SilentiumPC Fortis 3

From what i've read, both outperform the popular 212 evo. Main concern really is noise level (as silent as possible).
Has anyone had any experience with either cooler? would recommend one over the other for any particular reason?

Without knowing what your CPU clearance, RAM height and motherboard it is kinda hard to make suggestions of coolers that will fit and work for you. Actually its impossible to do. ;)

I will say they are some extremely good and quiet coolers for less than £50.
