Cpu cooling question

If my cpu heatsink (Arctic Cooling Freezer 13 High Performance CPU Cooler) comes with a thermal pad/paste/grease do I need to add thermal paste to my cpu?

if the cooler already has a thermal pad applied then no, if there is neither on both you should have a little tube of thermal paste, apply a pea sized ammount to the top of the cpu attach the cooler and give it a little wiggle and then secure it

Is there a way to check if the cooler has thermal paste on? On ll the unboxing/reviews I've seen about it they all have it pre applied;

Check the manufacturers web site, the Arctic Cooling mention its pre-applied and some show a small tube besides the cooler.
