CPU fan constantly at 100%

Every morning, when I turn on my PC, the CPU fan spins up to its full RPM (just over 2700). This is LOUD! I have to restart it, often five or six times, until it boots up at a "normal" speed. It is not that my CPU is overheating, as it is currently idling in Windows with cores at 24 and 27C, with the CPU fan at 370RPM, almost a tenth of the speed that it often boots at.

What is the problem? I am running an Akasa AK965 on a Gigabyte P35C-DS3R, with an E4500 at stock volts and 2.8Ghz.

One possibility is this: with the Intel stock cooler, it used to not start spinning until the CPU hit 20C. Is it possible that, since I changed cooler, it is doing the opposite for some reason, and spinning at full if the PC is booted "cold"? If so, how do I change this in the BIOS?
 
I've tried, but changing the settings in Speedfan doesn't change the fan speeds for some reason: it just doesn't seem to affect it.
 
I have the same cooler and dont have that problem. Have you check the fan speed setting in the bios? I dont remember their names off the top of my head but i would have a
look at that.

edit. mine is set to Auto with no problems. just make sure its not set to PWM, and im not sure how it runs when set to Voltage

I've tried all of the various settings in the PC Health section of the BIOS. I'll have another look round; this is a real pain, means that I can't just switch it on and leave it, I need to turn it on then wait and restart it until it gets it right.

EDIT: Like I said, it does only seem to happen when I boot the PC first thing, when the CPU is cooler than 20 degrees, at which point the board tries to not use the cooler. I reckon that this may be the problem. I just found that EIST was disabled in my BIOS; have tried to re-enable that and will see what happens!
