CPU Fan Control Help

Hi,

I am trying to control my CPU fan RPM to try and achieve the perfect performance/temperature balance. I have been googling around all day trying different things, and having no joy. I'm currently using an IP35-E motherboard, Q6660 CPU with a Tuniq Tower cooling it. The methods I have tried so far are:

1. SpeedFan (Followed numerous tutorials, but could not get the fan rpm to move).

2. uGuru (It wouldnt load current cpu temperatures, fan rpm etc. It just didnt work).

3. BIOS - No difference.

Any ideas or suggestions would be appreciated, it's getting rather frustrating now.
 
I probably should have mentioned I'm using Windows 7 64bit as well.. I think there are some issues with uGuru on the OS? Although, equally, I've read with the latest version (3109) they are sorted I think.

Tuniq Tower has its stock fan still in, going in to the 3 pin CPU on the motherboard. It also has a control with it which attaches to another lead going to the fan, but it appears to do nothing either (its a radial dial from high -> low, changing it doesn't audibly change the fan's rpm).
 
Update due to being a retard:

The CPU fan was originally put in to a 3 pin SYSFAN input by mistake. It is now in a 4 pin CPUFAN one, although with only a 3 pin connector. The fan controller is now working fine, but I would like to be able to get the fan speed yet lower. Its currently at 1000 RPM, 2000 RPM is max when its on high, and the temp is only 40oC.. Am willing to get it a lot higher than that for silent running.

Any ideas?

EDIT: Will getting a 3rd party fan control unit enable me to do this? http://www.overclockers.co.uk/showproduct.php?prodid=BB-009-SY&tool=3 or something in that vain?
