CPU Fan DOA?

Just been helping a friend build his computer today, everything seems A-OK in the basic build except for the CPU fan, which is twitching then throwing an error when the motherboard posts.

Connecting the same fan into another motherboard yields the same result, and a different test fan does in fact work in both motherboards.

So, have I missed anything? Or is the cooloer DOA? :(

Is it a PWM fan?

have you set a fan profile in bios or software?

can you change fan error on boot so that it will boot up at zero fan speed?

My pwm fan does not start until cpu is at 35C
 
I'll be interested to know if it is arctic cooling 7 fan?, have an issue with my board throwing up a cpu fan error when posting but the fan is working

that's the one exactly, in the combi with the heatsink :) cpu fan error, and no life from it. Gone with the reference cooler for now..
