CPU Fan not spinning but....

Installing Windows and not that the CPU fan is not turning, is this right? I am new to AMD so have not got a clue.

How hot is the heatsink getting?
Maybe it is not hot enough yet to start the fan,but if you are installing windows i would expect the fan to be spinning
