cpu fan not turning?

Right I'm building a pc for my mate (core 2 e6300, 1gb geil pc6400, gigabyte ds3) and I've fitted an arctic cooling freezer 7 pro.

Now with just those components in and an x1300 graphics card, I turned it on just to test that everything was working.

Is it right that the cpu fan doesn't spin at start? I've read somewhere that it doesn't spin until it gets too hot and until then relies on the heat sink.

FAQ: How do I activate the Temperature Control of the Fan
All of our socket 775 coolers come with a PWM controller chip in the motor (4 pin connector)
according to Intel’s specification. This allows the BIOS to control the Fan precisely.
In case the fan speed is not regulated according to the CPU load respectively temperature, enter
the BIOS. Most socket 775 Mainboards offer a CPU target temperature. Set it to 65°C, what
means that the BIOS tries to keep the CPU around 65°C and thus lowers the fan speed as much
as possible.
 
BIOS > PC Health Status > Fan Speed Control Method = Legacy, then Fan Speed Control Mode = PWM.

Will spin all the time then, but when idle will spin slower than when its underload, as it will pick up then. :)

If left as is it will start when the CPU gets to a certain temp, but the above is for peace of mind, id rather have it spin all the time hence why i use the settings i posted above. :D
 
Ahh right cheers :) I was only testing to see if everything was powering on correctly and then turned it off again.

Now to install the hdd nd dvd drive and I'm done :D
 
Yeah i did that when i first got mine, i didnt have my monitor connected so couldn't see if i was getting a post, so when my CPU fan just jerked i thought it might be ******, so was as happy as a pig in **** when i got it put together properly and saw a post screen. :D
