Shouls the cooling fan on my CPU (E8400) be spinning away from the moment i boot up or will it wait until it reaches a certain temp?

My Mobo is a Gigabyte - P35C-D3SR.
 
Depends how the cpu fan control is set in the BIOS. My system is set to control the cpu fan according to temperature, so it sits idle once my desktop comes up.

I have tried it set to spin 100% all of the time but it wasn't necessary and was too noisy. The only thing that benefitted was my idle temps, which were acceptable before the change.

its normal when the cpu fan dont spin up when you boot up your computer.. i read that from somewhere saying it eliminates noise when other computers power-up with the fan at 100%
