CPU fan question

quick question guys.

I have an i5 6600k paired with a hyper 212 evo cooler.

I didn't notice when i built the PC but the cpu fan only seemed to come on when the temp started to rise.

I have just swapped my psu to a higher powered one and my fan according to cpuid is running at 1500 - 1600rpm on idle with a temp 26 - 30.

Is this Normal ?
 
i don't know about the temps, but I would have thought the fan should work straight away at boot, I have had a cpu fan only start when it warmed up a bit and it was the fan that was faulty, I replaced it and the new fan worked normally at boot.
I tested it by plugging one of the other case fans into the cpu fan header and it worked, but when I plugged the cpu fan into the case fan header it didnt work straight away, so it was the fan at fault
 
mobo controls the fan, make sure its plugged in the cpu fan socket and not another one (unlikely).

But 25c is not hot so no problem if fan is stopped.

Cpuid does not always read correctly by the way, version and type of mother board is important..

Bios may well have a setting to control the temperature fan turns on and will monitor the speed at least at boot.
 
1500-1600 rpm is pretty high for idle, which explains why your cpu is so cool.

Check your motherboard settings as mentioned.

Also before if the fan wasn't spinning then the fan profile may have been set in the motherboard to go down below minimum voltage/speed causing the fan to stall.
