CPU fan really loud

Ive had my computer for around 2 years now and the cpu fan has started to sound really loud! Does this mean my fan needs changing or does it need cleaning because i havent ever cleaned it (or really got into the computer) since i bought it.

I found out it wasnt my cpu fan its my PSU fan! grrr how do i clean that out? i dont wwant to touch anything inside it since thats always a bad idea but whenever it goes on its really loud!
