CPU fan speed won't change

My PC includes the following:

Motherboard - MSI P67A-C45 B3 Intel P67
CPU Cooler - Scythe Shuriken Rev. B

I cannot adjust the CPU fan speed. According to both SpeedFan and CPUID Hardware Monitor, the fan sticks at 830 rpm under all conditions. Whilst this is relatively quiet, I'd like it to work harder when necessary and switch itself off altogether when not required.

The fan's speed range is 650-2200 rpm and it is PWM, according to the official blurb - http://www.scythe-eu.com/en/products/cpu-cooler/shuriken-rev-b.html

Within the BIOS, I have an option to use smart fan speed - I've tried every sensible setting without success.

I've set up a SpeedFan profile, again with no success (the case fan changes, the CPU fan will not).

The only thing I can think of is that I'm being daft and the fan simply won't switch off entirely. This doesn't explain why I can't get it to run faster!

To be clear, the CPU fan is plugged into the correct 4-pin header on the motherboard.

Any thoughts?

I had this problem. I turned off Q-Fan control (or something like that), went back in to SpeedFan and was successfully able to adjust the fan's speed.
 
So, you disabled the smart fan in the BIOS and then SpeedFan worked fine?

Any idea what motherboard / fan you've got?

Well, that's worked... sort of.

With smart fan disabled in the BIOS, Speedfan is able to control the CPU fan's speed but is still unable to turn it off entirely.

Hi, I had this problem on my old PC, which had an AM2NF3-VSTA motherboard, so fairly old.

But why would you want to turn the CPU fan off? Your CPU would just overheat and your PC would turn off then? That cooler is quiet enough, I should know... I have it in my old PC :)
