CPU fan speed

My stock core duo e6600 CPU fan speed has a top speed of just under 2000RPM. The CPU is staying just under or on 60 degrees on load.. but this still seems hot. SHould the CPU fan be spinning faster?

Also how do i get Fan smart (DS3 Motherboard) to un-grey out?
 
Sounds about right for the fan speed.

For the greyed out Smart Fan, read the manual, it's mentioned in there and is something to do with having the fan control set to QST or something in bios.

Q. After setting "Fan Speed Control Method" to "Intel QST" under bios, why can't I use Smart Fan function under Easy Tune5?

A. Intel QST algorithm provides a complex and effective fan speed control method - fan speed controlled automatically; reduce fan speed variation; decrease noise. It is different from Smart FAN, therefore, "Smart FAN" function under EasyTune5 is disabled when Intel QST is enabled.
