cpu fan warning

Hi all,
I have recently been getting a warning message at post saying cpu fan fail or low rpm i have gone into the bios and the fan is spinning and picking up speed,the fan warning is set to 800rpm,now my pc is up in our loft which is a room and at the minute can get a bit on the chilly side is this normal if the pc is cold , if i run the pc for some time then switch off and leave it,when i come back and switch on i get no problems.:confused:
 
My mum's PC does this, I think because the fan only starts when the CPU reaches
a certain temperature, by the time you have done a reboot the CPU temp is above and the fan stay's running.
Hence when you leave a short while the CPU is still warm.
