CPU fan will not speed up when needed

ive just reinstalled windows and had to reset my bios. this is causing a problem i had before that would make the CPU fan constantly tick over at 2800-3000rpm, i did something though not long ago, that would speed the fan up when the cpu was getting hotter, but i cannot remember what exactly i did.
ive got a msi motherboard and amd x2 cpu, should cool and quiet be installed?
is there a cool and quiet driver thing for windows?
ive tried using speedfan but it has no effect but maybe im not using it correctly, any help would be great.
 
That's a setting in the BIOS under power management IIRC. Its to allow the BIOS to manage the fan speed rather than have it on full at all times which is not a bad thing unless like in your case you have a noisy fan.
 
the fans not noisy, thats the point.
it used to speed up and get louder in order to cool the extra heat coming from the cpu.

right now, the fan is just stuck at 2800-3000rpm even if the cpu is at 80c+
 
ive tried to fix this by using speedfan, but i cannot work out how to change the speed of the cpu fan at all, seems quite a useless piece of software tbh.
and i ve also tried the CPU fan/temp manager thing in the MSI bios that looks like it should be keepign my cpu at ~40c but its not, again a total waste of time

any pointers would be great
