CPU Frequency in idle

990FX mobo, 1100T processor.

I was doing some light overclocking and I pushed the processor to 3.9ghz. Everything appears to be fine except I'm sat on desktop idle and my cpu frequencys are from 1-5%, apart from one core will suddenly be at 7-16%. Then it will drop back down despite the fact I'm idling.

Is this normal? Should I be worried about this activity?

you need to turn off AMD overdrive in the bios options.

I've turned off the turbo option, but occassionally on boot up my CPU usuage is still strangely high.

On my most recent boot up one core was at 45% while another was at 16%.
