CPU getting too hot, don't know why?

So my comp kept restarting because the cpu was hitting near 60 degrees under load. Usually it idles at around 41-42 and hits 45-46 under load. So I cleaned the cpu and heatsink and reapplied thermal paste. When I put it back in, it started at around 38 degrees and worked its way up to 52 idle. Thinking perhaps I'd applied too much, I cleaned it again and reapplied a little less, but again it's hitting 50-51 idle. The heatsink is working fine as it always has and is seated perfectly. I don't understand why the sudden high temps? Something potentially wrong with the core? It's Phenom II 965.
 
Have you tried restoring the BIOS to factory settings ? Then only adding things like memory timings, drive setup and not fiddling with the CPU voltages ? Just sounds like you may have increased your cpu voltages or the BIOS has in some way done it, maybe currupt BIOS settings too. Make sure you don't have any overclocking tools starting up with windows too.
 
The voltage is exactly what it should be (1.375) and I haven't got anything running that would be tampering with it.
 
It might be because the thermal paste needs to burn in and set, though that usually only accounts for a few degrees, my 965 always ran hot on stock, your cooler is mid range right? I double check all the fans in your case and cooler are working and look for any obstructions like does it vent to a wall? Or there's a box ontop of a vent.
 
Well after I reapplied thermal paste, it was running at 59C for about 36 hours. I've just checked this morning and it's gone down to 39C. I don't see how the paste setting a little can account for 20 degrees :<
 
If you have taken account of any other factors such as airflow/heat sources/ambient temps/voltages etc then I gues it must be. One of those occasional odd things I suppose.
Likely the clamping pressure gradually improved the contact surface areas/thinned out the paste. What paste was it and what method did you use?
 
Well, it's back up to 59C after some gaming so I have no clue now. Using Arctic Silver 5 and put a slightly bigger than rice grain size line in the centre. I can only think something wrong with the CPU, as mobo seems to be reading temps fine, heatsink working fine and seated properly. Air flow in case hasn't changed at all and is unhindered and efficient. Guess I'll just see what happens over next couple weeks, the restarting problem has stopped, apart from the odd occasion whilst gaming.

Have you:
Ensured the heat sink is applied correctly (can be a pain )
Applied the thermal paste correctly (there are certain methods around on how to apply which can improve how affective it is)
Dusted out the computer (squirt some compressed air in the cpu fan)

Also, have you checked if theres dust behind the motherboard? I had this problem with my machine and squirting compressed air on the back of the case panel + behind the motherboard managed to reduce temps by 10C or so.
