cpu getting too hot

i'm running a 9950 be, running it at normal settings no oc i'm idling at around 52 deg, when getting upto 100% load temps can make and break 60 degrees,

i've tried so many different solutions, and i know this subject has been covered elsewhere, i just can't find any help in the other threads.
 
What HSF? Is it seated properly? Given thermal compound time to 'bed-in'?

Also which case fans (i.e. speed, etc)?
 
got a jeantech luna case, with side 22cm fan,

front is a 2000rpm 12cm fan
rear is 12cm akasa fan
hsf is scythe mini ninja, even uprated the fan on the hsf to a silverstone 4000rpm fan capable of moving 70cfm
psu is hiper power 880w 85% eff,
i've even tried a server 12cm at the rear which moves 190cfm and sounds like an aeroplane, temps are still not dropping to a satisfactory level.

I have reseated the hsf several times, i first used the thermal compound that came with the hsf, i got some coolermaster high performance thermal paste and tried that and sat the heat sink, no matter what fans i put in and in what configuration, i cant get the temps out of the 50's
