CPU-GPU bottleneck plus one more question

I had decided to put a dedicated graphics card into my desktop since it's likely more able to run world of tanks without the issues my laptop has, but when I was asking for suggestions one person did say that there might be a bottleneck when it comes to the processor but I never got a response when I gave the information.

So the first question is if I got a GeForce GT 610 would an AMD athlon 64 X2 6000+ cause any bottlenecking?

The second question is if I ordered this card, how much of the slot below would be covered by the heat extraction (or whatever it's called) device (the slot is a PCI-E 1x slot where I'm planning to put a USB 3 card).

The 610 is not really a gaming card, and wouldn't be much faster, if at all than the intergrated GPU of newer laptops.

Also, WOT is mostly a single-threaded game, so it pretty much using one CPU core only...and for one CPU core of the AMD athlon 64 X2 6000+, it would probably a bit slow and get frame rate dip down to slideshow level.
 
I smell a large amount of over exaggeration there since the laptop I'm running it on at the moment is 0.1Ghz lower and 256MB lower then the minimum requirements and I can still get at least 30fps on low settings as long as nothing else decides it wants to do it's own thing and thrash the hard drive which is the only time I get a fps drop, so a processor that is higher then minimum requirements and with more RAM then is required tied to a decent graphics card (the one on the laptop is an ATI Mobility Radeon HD 4250) should be able to better that by a bit and maybe a lot more with the addition of only installing SD material in the 9.8 update.

So my two questions still stand, will the processor cause any issues with the card in question and will the PCI-E 1X slot beneath the 16X slot be concealed in any way if I went for the silent option.
 
What is the point of posting unnecessary information since my monitor can't even support 4k, and that information might not even be accurate considering the performance I get on my laptop at low settings.

I also ran the WOT client on the desktop in question just after I started playing, but I didn't go into a match since I had minor lag on the mouse pointer in the garage and I concluded that in game performance would be pretty poor considering the fact that I was using the motherboards on board graphics (GeForce 6100 nForce 430 also known as the GeForce 6150SE nForce 430 which has a slightly higher core clock) which is well below the minimum requirements both in graphics and graphics memory which is why I stuck with the laptop which could manage a maximum of at least 30fps (I think I managed to get slightly higher then that in one or more instances) depending on the map, location on the map and if the hard drive is being run raged by some stupid process that decided to run at the wrong moment.

Even though the GT 610 isn't a dedicated gaming graphics card it has higher clocks then the on board graphics on my laptop it is likely going to be able to give slightly better performance since everything is going to be above the minimum system requirements and it is likely to be more consistent since there won't be a million processes that want to ruin a match by running the hard drive ragged.

Also, I'm on a tight budget (the only two cards in the 610 line I can get are the one I linked to initially and the EVGA one with the fan) and there doesn't seem to be any single slot cards available and if I go for a card that is more dedicated to gaming I'll have to build a whole new computer and that is something I can't afford to do at the moment so I have to work with what I've got at the moment until I've nailed down what I'll be getting and when I can afford to get the parts (plus it would be better to put a half decent graphics card into this system since it would be better then the on board graphics, and I am putting at least one more modern touch into it).
