CPU Heatsink Fan Keeps Stopping

I have had my PC for quite a few years..and recently it will be fine for about 10 mins then the CPU fan will just stop. Sometimes it will be only for a few seconds other times it wont start again.

Specs are along the lines of a Corsair 620 PSU,Gigabbyte mobo, E6300 cpu @ stock with AC Freezer Pro 7 HSF.

I have already tried disabling the SMART fan thing in Bios so it isnt thermally controlled.

Normal temps seem to be 40 for system and 80 for CPU. Without the cpu fan it goes up to 90 which is when windows becomes very very sluggish until I have to just switch off.

I want to spend as little money as possible...I have no idea why this started happening now...would the best option be to get a new HSF and a passive one so there is no fan to fail again lol..which would be the best choice?

Fans often need the dust physically removing from them with a brush, or some very careful fingers/Q-tip action. The dust can sometimes pull the blades off balance and over time, wear unevenly and place strain on the bearing/motor coils.
 
This might seem like a crazy idea, but if you've nothing else to lose I don't see what harm you can do.

Remove the fan from the heatsink, then wash the fan in warm, soapy water - yes water! Give it a good thrashing in the water so the water gets into anywhere awkward and dislodges any rubbish. Let it dry and give the heatsink the same treatment while you're at it. After a few hours in a warm place, spray some WD40 into the fan's bearings and electricals - this should help to displace any remaining water.
 
Just to update...you were all kinda right lol

Fan was indeed VERY dusty. Tried clearing most of it, also hoovered it a bit, played around in BIOS, but still same problem. It seemed like it kept trying to spin, as in it would move ever so slightly, but couldnt actually start. Also when it was spinning it was 300RPM accoring to Speedfan. Figured it wasnt going to get any better.

I bought the Alpenföhn Civetta CPU Cooler and it came today...just installed it and it's all good now, spinning at 1100RPM which is a big jump, probably why my temp is now 40 when idle as opposed to 70-80 with the old HSF!
 
As an aside a stock fan on an old athlon I had began squeaking loudly, it was ancient. Peeled back the sticker in the centre of the fan halfway to reveal a small hole, one drop of 3 in 1 and it was quiet as a mouse! Ran it for a good while longer too.
