i just installed a new graphics card (670 gtx) and when i turned it on yesterday i found the graphics card would not turn on fans wont spin but also the cpu fan is not working i have power to everything else just not these to???
 
try disconnecting the fan and re connecting, are the other fans in the system working?

ive tried it many times yes all the fans are working the psu fan is working the mobo lights up the sound card lights up. ive tried other graphics cards and tried other pci express slots and the gfx and cpu fan still dont work
 
I had a dud card delivered to me before but your problem sounds strange. The card has never posted at all?

Try removing motherboard battery for a bit (about 5 minutes) to reset the bios. Will at least rule out some problems.

Also, why/how do you have 18GB of ram? Just curious as never seen that number before. I would try to post with minimum ram also.

the card and pc was working fine been playing crysis 2 skyrim wow untill i tried to start it yesterday. i have 18 gig of ram cos i had spare cash at the time lol. no change when i remove the battery and put it back in. the card and cpu fan both fail to start still
 
does your motherboard by any chance turn off system fans when temperatures are low to reduce noise? try running a stress test, but make sure to monitor the temps and stop the test it the fan doesnt spin up

run some tests make sure the power connectors haven't come out slightly on both the cpu fan and gpu fan u might be able to see it behind the fan block on the gpu normaly at the end by the power connectors
