I would appreciate if someone could tel me what speed this is as I am confused,

AMD FX 6300 Black Edition, Vishera, Six Core, AM3+, Clock 3.5GHz, Turbo 4.1GHz, 8MB L3 Cache, 95W, CPU, Retail

What I dont get is 3.5Ghz to 4.1 ghz ,what does that mean? How would it go from 3.5 ghz to 4.1ghz?:confused: Thank you.
