Cpu, high usage

Just done a clean install and cpu is oc'ed using oc genie to 4.2ghz, normally run at 4.6 but i'm changing it next week.
When playing bf3 i get bad stutter
Also when grabbing a web page and i shake it cpu usage goes upto about 40% and the windows edges are broken when i do this. Its like i'm using a low powered laptop!
Any ideas what can cause this?
Oh and temps are fine/low

Same, gonna revert back to 12.8 gfx tom. See what happens.

Changed back to 12.8, bf3 seems fine, webpage still tear's, enabled aero and now appears fine........ I think
