CPU HSF Combo ?

It is getting closer to building time for my first computer! However, I am a little concerned about the Heatsink/fan. I see HSF that are either perpendicular or parallel to the CPU. Which orientation style is better for dissipating the heat? Also, is there a good way to tell how big the HSF should be if I don't have any parts to physically measure?
 
Both will dissipating about the same, but the perpendicular coolers make it much easier to keep the coolers heated exhaust from mixing with the coolers intake air.

You need to know:
* What the CPU clearance is for the case you plan to use.
* Use RAM that is not too tall to fit under cooler and/or cooler fan if they will be over it
* Be sure the cooler will clear the PCIe slots you intend to us​

You will probably want to also know:
* How much airflow the coolers (CPU and GPU) use and use / setup your case to move at least a little more than they do.
* What noise levels case and components make compared to what you want to live with.
* That case will fit and cool properly where you plan to put it.
* ETC.​

I have a list of cooler sizes and their clearances for some of the top coolers. I need to ad several new coolers to it.
