Cpu Idle even when trying to overclock

(I only noticed this as I wanted to try overclock which I did try but made no difference)

I feel like I'm being stupid I have an I7-3770k and its constantly at 1600mhz on cpuz it won't go above the idle I've checked my pc is on high performance and turned off EIST.

I did buy this pc "new" after it had been built by someone (last year) else I can see they've tried to overclock it to 5ghz on a profile on the bios have they damaged the processor?

Pc spec:

I7-3770k
Gigabyte z77x-UPZ
Nvidia Titan 6gb
16gb Kingston hyperx ram (1600mhz)
900w antec power supply

Corsair 600T
Cooler master V6 GT

Any help would be awesome
 
Obvious but have you tried clearing the bios and selecting "restore optimised defaults"?
 
Had this with my i52500k, got it up to 4.6ghz stable, so started overclocking my gfx cards, and my benchmarks went through the floor, then i noticed that the cpu wasnt moving from the 1.6ghz at idle to the full 4.6.

Make sure there are no power saving options enabled in Windows first, thenI just shut it down, unplugged it and went for a coffee and then when i booted back up it worked fine and was back to normal.

There is a setting in the bios, speed step iirc, that can sometimes cause this, so if just leaving it off for a bit doesn't work disable this in the bios (some people say you shouldn't leave it off just turn it off to test if that fixes the problem, then turn it back on)

If that doesn't work, then just clear the CMOS and it should be fine.

It's basically a power saving feature that just means the cpu isn't running at full chat when doing nothing, but sometimes the CPU doesn't seem to get the message that it might want to do some work.
 
Apparently on my motherboard there is a ln2 mode which will drop a frequency to 1600mhz il toggle the switch on it see if it fixes it
