CPU issue possible?

hi, I'm havin issues ATM were by I can't seem to install any type of os. It appears to hang on the scrolling bar on vista, if I try xp it sometimes gets further but have seen it come up with a I/O error. I have changed the board and still have the same problems. Could it be a hd issue? Or optical drive? As I have seen it on both boards were sometimes in the bios it shows my dvdrw as all gobbly goook on the description for it. I'm running a q9450 chip with a maximus II P45 board and raptor x hd

since added a new HD 160 WD Raptor, and the same issue arrises were by it locks up on Vista on the scrollin bar a the start. On XP SP2 32bit it locks up on the 34 min remaining until installed (installing devices bar )

could it be the CPU locking up? a friend of mine tested my ram with memtest and that was ok.


any help is appreciated as this is doing my head in.


The only things not to be changed now are the ram,CPU and PSU
 
I'd be tempted to say it's the Raptor. They're known to cause that issue now and again.

Do you have another hard drive that you can install Windows to and then ghost it across to the Raptor?
 
The 'gobbldy gook' is probably the model name of the drive. SATA optical drives tend to be listed by their model rather than just 'DVD-ROM' or whatever.
