Cpu issue

Hi,few days ago I received my new pc from ocuk,
All seemed good...but I noticed my games running very poor on a 980ti HOF edition gcard.
So put up a thread in the gcard section.
Someone suggested I run cinebench and post the result
And it was showing a score of 321
My cup is a skylake 6700k and it is meant to be clocked at 4.5ghz however cinebench shows it set to 4.1ghz
Does anybody know if these benchmarks are poor or the right ball park averages?
Or had similar issues with there skylake cpu?
Motherboard is asus z170 delux
Also my fire strike results where only showing around 9800 again very poor?

that cinebench score is very low, i get 1035 on a overclock of 4.7ghz , it wont show the overclock speed in cinebench
 
TPU switch

Should this little switch be enabled on the motherboard if your overclocking cpu?
Or can you overvclock with it off?
My board. Is asus z170 deluxe
