CPU Load v0.3 lower than idle?

I have a problem whereby my CPU on full load (using Orthos all x4 cores 100% stress test) reads v1.21 yet when my PC is idle the voltage reads v1.24

When I go into bios or use Foxconn ONE software to overclock, I can't lower the voltage from default which is v1.24.

Anyone know why this might be? my PC spec is as follows:

CPU: Q6600 OC @ 3.0Ghz - idle 26 load 46
CPU Cooler: Arctic Cooling Freezer 7 Pro
CPU Thermal Paste: Arctic Cooling MX-2
MOBO: Foxconn X38A Digitalife
RAM: G.Skill PC8000C5 2x2GB 1000mhz 5-5-5-15 2T
GFX: 8800GT 512MB OC @ Core 700mhz, Shader 1750Mhz, Memory 2000Mhz - idle 46 load 72
HD: Toshiba 320GB 7200RPM
Sound: Creative X-Fi Extreme Gamer
PSU: Corsair HX620W Modular Power Supply
Case: Antec 900 Ultimate Gamers Case
OS: WIndows Vista Home Preimium 64bit

Your voltage will drop further when on load its fine and to be expected as the more stress put on the voltage the more it drops.

I dont think you should lower the voltage anyway, there is o need and i beleive its just the lowest setting your bios allows.
 
thanks! really put my mind to rest, im new to this overclocking stuff, but ive spent weeks and weeks doing hard research on it and was puzzled when i found this! was worried my CPU was on it's way out :P
