CPU micro stuttering in game help :(

Hey all, ive recently upgraded to a brand new rig from my old Clevo P170EM box:

i5 4670k (clocked to 4.3ghz)
Gigabyte r9 290 4gb
MSI z78-g45 mobo
8gb Gskill
n0vatech 750Watt Power Station V2 Black Edition PSU 80Plus Bronze - certified

Now the issue im having, which im finding hard to believe on this rig is the split mili second cpu spikes im getting on most all games. My FPS runs like real smooth, for example i can ramp up setting to ultra in bf4 and play at 100+fps no problem but then all of a sudden bang, one huge fps spike for like a mili second.
Seems to be happening in most games im playing at the moment and finding it really bloody difficult to nail this sucker down to the root! :(

Other things to note:

Using Windows 7 Sp1 (had 8.1 was still getting stutter so tried win 7)
Unlocked cores
using latest AMD drivers (14.2)
Latest drivers for NW cards (both killer nw and tlink wireless)
Latest MSI Mobo bios
Latest GPU bios
Samsung SSD is latest fw
Set SSD to max performance via Samsung MAgician SW
Latest Direct X
All vdist installed
CPU Chipsets at the latest revision

Pretty much tried everything i can think of. Just wondering if it could be to do with the recent CPU overlcock i did?
My Power config is balanced but going high perfomance shouldnt matter should it? Cores should utilise 100% when under load (which they are doing in game.

Just wondering ig ive missed a trick with the bios or something, really stuck for ideas now so any help would be greatly appreciated!

Hmmmm it sort of looks like you answered you own question.

Having your CPU and GPU cores maxing out is never a good idea, your PC is doing a number of things while your gaming not relating to that task. It just takes one of those tasks to need some more resources like say AV and then you will get drain in resource that may cause screen rate drop, stutters and all manor of minor bottleneck issues.

Coming from someone that had a 4970x2 your stutter issues sound not to bad.

Have you tried dialling back your game demands to see if it continues when your not hammering your cores to the max?
 
I have found in the past (on my old Core 2 Quad Extreme) that some games just don't like an OC'ed CPU. E.g. Fallout 3 used to crash like crazy (a lot more than 'normal') when I had an overclock from 2.5 to 2.8ghz, and I didn't notice any major fps improvements.
 
I havent actually guys, ive almost gone the other way assuming id need more juice to get the games working better, hence the oc.

The 4670k is 3.4ghz that has built in 3.8ghz turbo. I will go back factory default and see if it improves.

Odd, didnt think a higher core rate would give more stutter but your suggestions sound practical so defo worth me looking at
