got to build new system for friend. what yous think?

well i don't think he intends to o/c and i don't think he plays the most graphic demanding games

so if i got a cheaper graphics card and expensive cpu would that be any good?
 
ah for internet and gaming like but he doesn't play to newest games atm so i was thinking the:

is this not a pretty good card? but isn't to pricey
