CPU Multi Different In Windows And Bios.

Hi,
I have recently noticed that windows is reporting my cpu multiplier as 12.5
instead of 14.5 any one have any ideas what is causing this.
 
I have just disabled Cool "n" Quiet out of curiosity and the multiplier is now correct. I thought that Cool "n" Quiet allowed the use of a multiplier other than the default one which i think on this CPU is 12.5.
