To begin;my specs
Geforce 210 512 MB (dont worry, I'm getting a geforce 450 1024 mb soon)
AMD Phenom x4 9550 (quad core at 2.2 MHz per core)
6 Gigabytes of DDR2 RAM at 400 MHz
Pegatron NARRA3 motherboad (Pheonix-Award BIOS V.5.14)
No options in BIOS for any of this
A while ago *read: 6 months back, that's how long it's been like this*
my performance in video games DROPPED. As in 100 frames in team fortress 2 *with all the bells and whistles running, besides AA at 1024x768* quickly turned to 20 fps. No matter what I changed the vid settings to, it stayed the same. The same went for Mount and Blade, CSS, etc. etc

I went into CPU-Z and saw that my CPU multiplier seemed awfully low *5.5x* and went and google'd what it should be. To my dismay I saw that it's default was 11. I googled the issue and did everything I knew how to do, including changing the power management settings to 100%, running Prime 95, etc. Although I couldn't do anything in my BIOS, as there were no options for it.
