CPU not clocking down after Win 8.1 update

As title.

Prior to the Windows 8.1 update, my PC would auto adjust its CPU clocks.

after the the 8.1 update CPU is stuck @4.5MHz.

anybody else experienced a similar issue?

Wont clock down in Windows.

have now set the BIOS to stock settings and the CPU still will not clock auto down in Windows (remains on the 3.9MHz turbo clock)

Is your windows power scheme set to high performance?

Nope, that was the first thing I checked.

It's set to Balanced

Even so when you go to advanced settings, what is the minimum processor state set at?

Yep even after I have set the advanced settings.

minimum CPU state is set to 5%, but I have tried all sorts of settings combinations.

Was all working well before the 8.1 update.

I'm stumped
